Microsoft 365 Copilot Business is becoming a license plus a meter. Starting December 1, 2026, new Copilot Business licenses bought through Microsoft’s Cloud Solution Provider (CSP) program will come with usage-based billing switched on by default. Advanced features such as Copilot Cowork will draw “Copilot Credits,” billed at $0.01 each on pay-as-you-go, with a default cap of 4,000 credits per user per month. Microsoft had planned to start on November 2.

Coffee summary

  • FACT: Default-on usage-based billing (UBB) for new Copilot Business licenses via CSP moves from November 2 to December 1, 2026, CRN reports.
  • FACT: Copilot Credits cost $0.01 each on Microsoft’s pay-as-you-go meter.
  • FACT: The default per-user limit is 4,000 credits a month, or about $40, and charges apply only to actual use.
  • FACT: Microsoft 365 Copilot Enterprise is not in scope for this change.
  • FACT: Several countries, including Australia, France, Germany, and India, will not get the default at first.

What happened

Microsoft’s Partner Center documentation says new Copilot Business licenses sold through CSP partners will include usage-based billing by default. At purchase, Partner Center will automatically set up the Azure plan, subscription, resource group, and a default spending policy, steps partners used to do by hand.

According to CRN, Microsoft delayed the start to December 1 and will instead release Partner Center sandbox environments on November 2 so partners can test. Microsoft says roughly three out of four Copilot Business customers sold through CSP have no Azure footprint today, so many will get one created automatically.

What uses credits

Everyday Copilot features stay in the per-user license. Credits cover the heavier, agent-style work. Microsoft’s Partner Center page lists Copilot Cowork, Work IQ APIs, and GitHub Copilot Harness today, with more services expected. CRN adds Copilot in SharePoint and other long-running agentic features.

The numbers, in one table

Item Default or price
Copilot Credit (pay-as-you-go) $0.01
Per-user monthly limit 4,000 credits (about $40)
Tenant default in Partner Center 1,200,000 credits
Example: 100 users Up to 400,000 credits a month, billed on actual use
Copilot Business license $18 to $32 per user per month, per CRN

CLAIM: Microsoft says 4,000 credits could cover, in one month, four weekly Cowork meeting-prep sessions, four weekly inbox-triage sessions, four weekly code and pipeline risk reviews, two RFP responses, and one branded pitch deck, as reported by CRN.

Why it matters

OPINION: This is the clearest sign yet that business AI is moving to “seat plus usage” pricing, like cloud computing. The good part is that small businesses can try agent features without a big upfront commitment. The risk is a surprise line on the invoice if nobody watches the meter.

Who it applies to

  • New Copilot Business subscriptions bought through CSP.
  • Additional seats added to an existing Copilot Business subscription through the Partner Center portal.
  • Trials that convert to a paid, eligible license.

Not included at launch: Microsoft 365 Copilot (Enterprise), plus education, nonprofit, and GCC government offers.

Limitations and fine print

  • Pre-release details. Microsoft says some APIs and features described in its documentation are not yet released and may change.
  • Off is not simple. Microsoft’s Partner Center page says usage-based billing can’t be fully turned off once configured. Partners can set the spending limit to zero to stop further spend, and deleting a policy stops future billing.
  • Least-restrictive policy wins. If several spending policies apply to a user, the most generous one applies.
  • Market rollout. Australia, Belgium, Brazil, France, Germany, India, Italy, Korea, the Netherlands, Poland, and Spain are excluded at first.

What to do next

  1. Ask your CSP partner whether your next Copilot Business purchase or seat add will enable usage-based billing.
  2. Decide on a limit before December 1. Keep the default, lower it, or set it to zero until you are ready.
  3. Check Copilot > Cost management in the Microsoft 365 admin center for user- or group-level policies.
  4. Set up approvals. Users who hit their limit can request more, and admins can approve or deny.
  5. Review usage monthly for the first few months to see what Cowork and agents actually cost.

AIImpish Take

Copilot Credits make advanced Copilot features easier to switch on and easier to overspend on. A $40 default cap per user is modest, but it adds up across a company. Set a deliberate limit and watch the first bill before rolling agents out widely.
